Starting up a Project (SU)

Starting up a Project (SU)  is one of the seven (7) processes of PRINCE 2  that requires putting together all the relevant documents such as timescale, the cost of the project, how best the project can be controlled and quality management. This is done by the project manager with assistance from consultants on subject matter which may or may not be assigned to the project.




Project Approach

The project approach which is the initial requirement to initiate a project in the SU process should be elaborate enough to answer questions such as:

  •  similar projects to learn from.
  •  standards to be used.
  •  constraints and possible training required.
  •  other knowledge and skills possibly required for the project.
  •  future maintenance

 After detailed analysis of approach to be used the project manager select the most optimum approach in terms of cost, quality and time as part of the project brief case.


Project Brief

Project Brief is literally a document used to convey all the necessary information to the Project Board. This is to allow the board make decision to the next phase (Initiation Stage) or not. As mentioned earlier, its the responsibility of the Project Manager to put together the project brief during project start up process.

The Project Brief might contain the following information:

  • Project Definition of the project must be clear and precise. It might contain information’s such as background, objectives, project scope, tolerances, risks, desired outcomes and possibly users who have interest in the project. Most often the project objectives (desired outcome) and project scope is taken from the project mandate document which is continuously updated.
  • Detailed Project Product description, which includes quality expectations.
  • Business Case outline including a summary of the known risks.
  • Project Approach.
  • Team structures overview and roles description.

Initiation Stage (IS)

The last activity in SU a project processes is the Initiation Stage (IS). Recall that SU a project process is the first check to see if there is a business reason to the project. This is different from initiating project (IP) process. The initiation stage literally kickoff the IP process.

Project Initiation Stage based on PRINCE2 requires the following activity:

  • Define reporting and control arrangements for the Initiation Stage.
  • Produce Stage Plan, and include time and cost data.
  • Check the risks in the daily log to assess their impact on the Initiation Stage.

 

Initialization stage plan is created by the Project Manager, reviewed by the Senior User, and approved by the Executive.


Request to Initiate a Project

Request to initiate a project follows once the Project Brief and Initiation Stage (IS) plans are ready. The Project Manager (Management) will ask the Project Board (Direction) if the Initiation Stage can continue. PRINCE2 calls it “Request to initiate a project”.

A lot of information is needed at this phase. An exception is if the command comes from the programme level, the only activity in the Starting up a Project process would be to create the Initiation Stage plan as most of the needed information for the Project Brief would have been done at the programme level.


Authorize Initiation

The Project Board first directing activity and its first decision is Authorize Initiation during a project life cycle. This activity is often referred to as the control point. The Project Board will review in details Project Brief and the Initialization Stage (IS) plan. They will also check if there is a business case and if the project is worth doing for the organization.

They will look at:

  • Project objectives and project scope.
  • The project product description (this is important for the Senior User).
  • Outline of the Business Case.
  • Overview of known risks.
  • The Project Approach.
  • Overview of team structure and role descriptions.
